I'm a freelancer. One seat covers your work for all of your clients.
We're a company. Seats are people, not devices. One person on three machines is one seat. Reassign them as people come and go.
We're a studio working for a client. Your seats cover making the work. Handing over final artwork — PDFs, outlines, flattened images, print — needs nothing from the client. The client needs their own licence once the live font files land in their hands, on their domain, or in their product.
Can I buy for my client? Yes. You're the buyer, they're the licence holder, the certificate names them.
We bring in contractors. They can work under your licence, inside your seat count, on your projects. You're responsible for the files coming back.

Tell us — same use, new certificate, no charge
You pay the difference between what you paid and the new price, at current rates. We date it from when you tell us — nothing backdated, no penalty. If you notice you've been over your tier for six months, just write to us and buy the right one.
We assume a mistake before we assume bad faith. So: we write to you first, you get 30 days to sort it out — usually by buying the licence that matches what you're doing, at list price — and only a refusal to fix it ends the licence. Deliberate redistribution skips the first two steps.
